Program Planning & Scheduling Specialist

Position Description:

Under minimal supervision develop, perform, and manage activities related to schedule, program plans, detail financial and resource analysis using past and present information along with lessons learned, and other duties in support of assigned programs. This includes the development and implementation of operating plans to support major development efforts and corporate goals.

Essential Functions:
1. Manage the schedule and/or financial operations of assigned programs that may include any or all of the following coordination with Programs, Engineering, Finance, Operations, Sales, and Product Support.
2. Develop and utilize efficient tools for collecting and maintaining business and financial analysis data. Analyze data to identify financial and non-financial impacts of managed programs.
3. Provide detail information to support planning and implementing development strategy analysis, including risk management and program impact analysis.
4. Interfaces with department managers and staff to develop status, forecast, and build recovery plans to support assigned program schedules.
5. Develop and utilize schedule and financial planning relationships using historical data and lessons learned for setting up new and projecting the outcome of existing programs and make recommendations.
6. Provide detail information to support planning and implementing development strategy analysis, including risk management and program schedule and financial impact analysis.
7. Provide guidance and leadership to senior level, intermediate level and entry level employees in any or all of the before mentioned organizations.

Additional Functions:
1. Manage, tracking and analyzing of budget verses actual expenditures, including detailed analysis of all expense incurred to be reported in a timely manner.
2. Coordinate with the departmental leads and managers to insure plans meet approved budget, which may include corrective action in job charging.
3. Review cost expenditures and revenues with Program Managers to insure margin goals are achieved.

Other Requirements:
1. Must be able to independently resolve schedule or finance impacts and provide recommendations to management.
2. Excellent written and verbal communication skills and strong interpersonal skills required.
Requirements:


Unique Skills:
1. Accustomed to working in a fast paced project environment and able to work overtime as required to meet deadlines
2. Experience planning, scheduling and/or managing the development of new Instructions for Continued Airworthiness (ICA) procedures that meet and exceed applicable regulatory requirement is a plus.
3. Proven experience measuring and reporting project earned value management [EVM] CPI and SPI performance indices.

Education and Experience Requirements:
Bachelors Degree in Industrial Engineering, Business Administration, or related curriculum, or an equivalent combination of education and experience to successfully perform the essential functions of the job. Masters Degree desired. Eight years formal schedule experience with regard to plan, schedule, and maintaining overall business analysis of managed programs. Experience in aerospace industry desired. Requires advanced knowledge and experience with PC software such as MS Excel, Project, Access, Word, PPT.
